To those outsiders who could not read nor understand the mind of the Chinese would definitely think that such projects are meaningless but theses undertakings havwe can wait for the real oe steadily come to fruition showing what they have achieved. This projection is similar to the scenario when the HSR was first conceived, all the reports on HSR kept on howling that such project have no ROI but comparing the saving in national in logistics costs simply showed that the overall logistics plans of China had reduced her national logistics costs from 29.2% in 1990 to 14.2 % some 3 years ago. The 15% in her GDP in to-days term means a saving of some us$2.82 trillions. Once greenery covers the whole desert of China, we can wait for its impact on her whole food production ability.
