Today even in tier 3 cities most people wear helmet and stop at signals because of traffic Police. Some things are just in habits. Once we develop good habits we can overcome. Carrot and Stick. Social Credit system is a good thing by China. Similarly once police start catching and fining people see how the behaviour changes. Also there is difference in poor and uneducated vs rich and educated see difference in airport vs railway. We'll be clean country, it is mainly a governance problem in big cities atleast.
