It's not suppose to be. A lot, if not most, of Academy Award winning movies are excellent. Last year's Best Picture nominees averaged an 88% on Metacritic. That's a pretty high score and worthy of being considered as some of the best movies of the year. But the Academy gets a lot of flak for having old, "outdated" people, so they're bring in younger members. But having people like Chloe Grace Mortez is a huge problem? She's very clearly not qualified to be an Academy member. The quality of films nominated for the big price this year decreased significantly. They averaged a 74% on Metacritic. It dropped more than 10 points. People like Chloe Grace Moretz are the reason why. I personally think the Academy should consider having the top critics in the industry as members, not celebrities with connections.

That's how it goes from being a prestigious award show to a popularity contest. I think the Academy should have the industry's best critics as members. It would make the competition more fair for the people who actually deserve it.

I always thought the the voting for each category would only come from the people from that category alone. Say best animation would be voted by members whose work focuses on animation. Best in VFX would be voted by the CGI people. I think that’s the fair way to do it. On actors/directors should only vote for best actor/actress, director, picture. Directors could vote for cinematography as well.
