The animation style of Choso has really changed. You can tell that in season 1 they wanted him to look more dark, dreary, and emotionally unpresent, because it was probably thought at that time that he was going to be a more minor character and remain an antagonist. It completely makes sense, because when Season 1 of the anime released in 2020, Gege was JUST starting to write/draw the first portion of the Shibuya incident. But then when they got the script for season 2 a few years later, they knew he was going to end up with the extended, "good turned bad" explanation and they've really started animating him with more presence now.
