No, but it might as well have. It left it to the states to decide. Some states had trigger laws that put abortion laws into effect immediately. Many other states immediately proposed abortion laws. Most of these laws will make abortion impossible and/or illegal. Case in point a 10 year old in Ohio was raped and became pregnant. Ohio refused to allow her to have abortion. She had to go to another state. That state is now working on legislation to restrict abortions.
