The intersect got a lot faster at downloading since the first one. Maybe a higher frame rate screen?

Not necessary a good thing. The first one took time but wasn't corrupted. 2,0 was causing mental problem in the long term and the third one was causing memory loss. I don't remember how they explained it on the show but I personally blame it on the agency trying to put more stuff inside it and compressing it even more.

it's the difference between the ones made by Orion and the ones handled by others, Orion first intersect (which was made decades before the start of the show) was slow at loading information since it took hours to download everything but it didn't cause a problem to the brain as long as you had the mental capacity to actually get it, let's remember that not all people could withstand that level of information overload, then the second version and the fulcrum version were made mainly by other people so those create damage to the brain and could even kill people, then we have the corrupted version that caused memory loss and things like that, the one that Morgan received, and the one that Sarah received, only the versions of the intersect made by Orion himself who worked on them for years and years of his life (and put improved versions of it on his computers) were safer and easier to handle, not to mention better than other versions, it also helps that chuck has the governor which helps to control the intersect, it doesn't help with download speed but it helps not to fry your brain.

This isn't the intersect this was a program that compressed and decompressed the intersect...the intersect 2.0 was compressed by his mom the same program can be used to compress or decompress any version of the intersect..it was shown in previous episodes that the intersect was still in chuck brain he couldn't accesss it but dr rye tries to tell chuck to access it via emotions or feelings or some.memory it didn't work because intersect is a program that can be compressed or decompress by another program ..dr rye theory can work on sarah since in her case it was her memories that got repressed and even ellie had that same thought that feelins and emotions and love can make her remember or they could use the intersect 3.0 to upload videos and pics of their lives in her brain (that would be weird its just like programming memories so its better she gets them back naturally)

As much as I love Chuck for these years, the story gets more inconsistent as it moves along. Like, the intersect is supposed to be an extreme large data even if it's all encrypted pictures. Season 1 pilot: it took a long while for Chuck to finish.

It would've been refined over the years. Stephen would've been working on it probably non-stop until he was revealed as Orion, then again during season 3 until he died. That's a lot of time to work on technology and improve it while cutting the requirements and increasing the compatibility. Also, there's a good chance that the Governor watch gives him the ability to handle more.
