Siddhant Das By best, he means interesting and/or respected character. Also, the story of volkoff is similar to shaw's in some way. Because he also used to be a good guy-- very good guy, but because of the intersect he turned a "foe."

It has taken more than 20 years because Chuck was 4-5 years old when the mother went on the mission to take Wolkov so some good agent she can't have been hasn't even managed to send one picture of Wolkov to the CIA says a lot about how bad an agent she is when Sarah becomes a traitor to get close to Wolkov even then they both manage to do nothing. But Sarah manages to send glass eye with Casey after she throws him out of the window which was a test for Wolkov that she really had become a traitor. Then Chuck and Morgan comes up with a plan to capture Wolkov and they don't need more than a few weeks to do it
