Decker was playing a long game here under Shaw's commands...he was the one who send the corrupted intersect to chuck on shaw commands and left a note from general beckman to fool chuck...gladly chuck didn't put it and morgan did....i think shaw and Quinn were working together and they made a plan to put that faulty intersect in chucks mind (as quinn wanted his own revenge as due to chuck he faced losses) so they used decker to make chuck life miserable
