Those LED'S are "blown " fuse indicators". We have used a method to beef up the circuit board with a piece of heavy gauge copper wire soldered to the power rail for the B+ supply as well as a heavy copper wire along the B- rail. This is needed to supplement the thin copper traces providing B+ and - . It is important to start with the highest amperage fuse closest to the power input of the distribution block all the way to the opposite side of the input with the lowest amperage fuse. The heaviest current draw will have the shortest distance to the source and the copper traces will not overheat.

Build is impressive! Chinese powerpole connectors are hit or miss...hopefully these work well for you. I use an unfused powerpole distribution block; every piece of equipment I plug in is individually fused...I never understood why it is helpful to add additional fuses which will just prolong troubleshooting time if a fuse blows, because it is then necessary to check both the distribution block fuse and the inline equipment fuse.

what does a blinking green light on my chunzehui F1005 mean? None of the fuses look blown, but won't power anything attached either.

Interesting. Green Lights should indicate power. I wonder if the blinking light is an indication of a intermittent connection/fault. Is the blinking rhythmic or random? I cannot find any indication online. what it may be, but I would wonder how all the colder connections look.
