I have a city of 120 000 people at the moment and it's not a thing of beauty to look at :) Without mods. Quite cramped here and there with limited map tiles. Without congestion issues it would be easier to fit in even more. I believe 200 000 would be max for me. It would take a brilliant mind to fit more without any problems.
