Building a bunch of useless crap to grind XP is exactly what I was worried about when I heard about the XP mechanic. This doesn't make the game fun for me; in fact it sucks the fun out, because I either need to avoid doing the obviously-superior strategy, or go along with it and have it cheapen the game. CS1 is one of my favorite games of all time. I really hope they rebalance stuff in CS2 to avoid exploits like this. You really, REALLY shouldn't be able to just buy your way to the next city level, especially with less funds than you get as a reward for that level.
