You need to create an ordinance to fine people (which there is a ton of) who are not picking up their leaves in the city of saginaw. Year after year every fall we go thru this situation. 1) The way the wind blows on my block my neighbors leaves end up in my yard. I don't need to pickup lazy peoples leaves. 2) since you got rid of the street sweeper's years ago to suck up leaves in the street and the fact that lazy people aren't picking up leaves and putting them in containers for yardwaste pickup, ALL of those leaves from the time you got rid of the street sweepers until now, those leaves are ALL going into the sewer system.
