27:54 It's not just the jobs that are bringing in money, but the fact that you were pacing down farms and factories. I'm not sure if this sequel has this feature but in the first game, your budget would go down if you were importing important resources like food. So because you placed farms down your budget was increasing due to the fact that you were producing your own food instead of purchasing it from other countries.

Get money from the National Treasurer. Build build a few more elementary schools as you over capacity, build middle schools, and build a high school (remember you put your mandatory entrepreneurship classes in high school), also build a University. This will create more white collar jobs, tech, doctors, etc.)

I'm pretty sure unemployed people can't pay taxes. Therefore, high unemployment = low tax revenue. Also, industry is attracted by low tax rates.

Dude, you should slow down and manage the development pacing of your city better. You shouldn't have built that airport just yet. Your social services are like under pressure from the housing lots you keep placing and you opened an airport would put even more strain as more people are coming to your place. Even your utilities are getting burdened. Btw, I haven't played this game so I'm not really sure of the effects of each building, but since you mentioned it's realistic, I would assume your policies and buildings have effects. Anyway, I've been considering. It looks complex.
