Iunno if they patched it, but if the AI is willing to join a war for 1 gold, you can usually get them to give even more gold in addition to joining.

I think there should be a 'pilage' casus belli avalable early/at the start to civilisations like norway and scythia, where it gives a very low grievance penalty (1/2 of or equal to a clonial war), but gives a MASSIVE grievance penalty for anexing a city (I would say about ×3 of a surprise war), and High for just ocupying it (equal to a surprise war), but gives grievances back if you return the city. I think it would make the game more fun for these civs.
