The "beginning beeps" are actually databursts that contain all the details of the message so that decoders at NOAA Weather Radio receivers and all broadcast stations can determine if it covers their area and automatically trigger if it does. The attention signal (EBS tone and ToneAlert tone) are deliberately made to be as dissonant and annoying as possible specifically so that it is IMPOSSIBLE to ignore them.

This was from the original broadcast of that tornado event.

it's the NOAA alert from the 2008 Tornado outbreak that leveled parts of kearney, suprizingly, no one was severly injured.

I remember living in Hastings at the time. I just remember being scared and taking shelter in our basement. Even though it was far away we did not want to risk anything. I live in Grand Island now.

I used to run outside my room crying for my mommy when I heard a test EAS go off at 2 in the morning saying I woke up from a nightmare or something

Yes, let's make these emergencies as visually and audibly unpleasant and terrifying as possible for everyone! Why do they do this anyway? If they want people to remain calm and think clearly, why use startling sounds and near-complimentary colors? I've always wondered this since I was a kid. Those beginning beeps still send shivers down my spine...

So was the voice actually from the original broadcast during the tornadoes? Or was it text to speech? Because during the tornadoes I don't recall hearing this EAS announcement.
