why not consider the height of the type B slope, and calculate all height for type c?

See ncees hb 1.1, p. 157. If we have layered soils...and we do have layers, indeed. We have type B and C. We take weakest soil type and convert all types to it. We use this weakest soil type until we solve problem. This soil type is C. Read 3.10.1.E

Why isn't the excavated layers of soils used from the PE handbook? On Page 159 it shows type B soil over type C soil.

We use "slope & shield configurations", page 158. If we have layered soils...and we do have layers, indeed. We have type B and C. We take weakest soil type and convert all types to it. We use this weakest soil type until we solve problem. This soil type is C. See page 157.
