Fun little problem. No ncees pe hb 1.1 ref to use for this. You just have to know it. Had trouble answering it without more info. Like...water velocity, water flow, water volumes. Source of flows. Also problem statement wording. Where is erosion occurring? Outside of ditch? Inside ditch? If outside ditch then silt fence is good option. Cheap, quick to install. Another issue is the use of word "temporary". Rock placement is time intensive. Stones are heavy. Silt fence is placed and removed by anyone easily. So SF seems ideal for temporary measure to fight erosion. It's more economical than working with stones. After Cody explained why ans D is ideal I got it and agree. But problem statement's givens are too sparce. PS: Seeding & mulching seems suspicious. But Cody didn't mention that it only works in the right season of spring and summer. Seeds won't germinate in winter. Problem statement said nothing about the construction season so we had to assume worst case -- winter -- and rule out ans C.
