They could form relationships with people outside of the two clans. Lumen Sages and Umbra Witches are entirely human, their powers come from signing pacts with angels/demons.

My headcanon is sages and witches aren’t gender exclusive, but different genders typically have different affinities to the kind of magic they’re good at. Because of that, there are rare exceptions to the male/female thing. Both young boys and girls born to the clan are trained at a young age, but girls typically get farther and only a fraction of those make it to the rank of Witch. (This is partially stated in one of the lore books, that students who aren’t the best of the best are pushed aside, and very few get to be Witches. The final step is to make the pact with your chosen demon.) So male Witches and female Sages existed, they’re just rare. (Further headcanon) They take partners either from outside the clan, or men who are born within the clan who just didn’t make it to the rank of Witch. The Umbra clan spread throughout the world before their extinction, with is why Witch accessories come from places as far as Japan (Evil Harvest Rosary), Sub-Saharan Africa (Gaze of Despair) and even pre-colonial America (Star of Dinèta.) They mixed with the local population, but their base was always Vigrid. All those within the clan, including the men, can usually preform some level of magic, mostly illusions. Illusions are the first thing they learn, in the form of magic makeup (which is why Cereza appears to be wearing eyeliner.) By the time they make the rank of Witch, they are so good at illusion, they can do it effortlessly. And this is why Umbra Witches look the way they do (that’s not real makeup, and perhaps they’re legs are not be as long as they seem. Who knows what they really look like? They won’t tell.)

The left and right eyes were just "Entrusted to the clans" so it's less that they themselves were the left and right eyes from the start as it is that they became entrusted with them when all was said and done, which is why Paradiso has been gunning for Bayo all this time and why Bayo was sunk at the bottom of a lake in the first place. Jeanne didn't kill Rosa, that was Aseir. Jeanne's antagonism to Bayo was because she had been brainwashed by Balder to go along with his plans. Once she snapped out of it, she went right back to being Bayo's best friend. She may have claimed she was coming for the Left Eye, but her actions show that she was more worried about saving Bayo above all else.

Iirc, the eyes aren't passed down as powers or treasures, they're awoken within the one most worthy of wielding them. Bayo thought the eye was a 'thing' and had been searching for it all this time, not realizing that she herself was the eye/its holder.
