The hydraulic arms that lift trash containers to be emptied were partially raised. The guy prolly wasn't aware that his truck was higher than usual. Also, they raised the bridge, but never touched the sensor. There was a four inch gap between sensor actuation and actually hitting the bridge. Now there is a twelve inch gap. I bet the guy drove under the bridge on an almost daily basis and never hit it before, despite the warning flashing. That is the peril of a warning that goes off much too soon. It's not even a problem with short attention spans. It's that guys don't know the heights of their vehicles. That and probably a little bit of laziness. If you're not sure, pull up to it, and get out and look. Screw the other drivers. They can wait lol.

What jumped was almost certainly not the rails. There appears to be some PVC pipe... likely with some wires run through it... that runs across the span. I believe that's what was seen popping up into the air. I think that the pipe (white) can be seen at the left side of the bridge, before it disappears from view behind the bridge structure itself.
