Clay Matthews roughing the passer

Defensive players in the NFL can’t hit the quarterback in the head.
They can’t hit them in the legs.
They can’t hit them too late.
They can’t wrap them up and drop them.
Now, they apparently can’t land on top of a quarterback during a sack, either.
This is how embarrassing it has become for NFL officials, who flagged Green Bay Packers linebacker Clay Matthews for roughing the passer (again) during a sack of Alex Smith in Sunday’s 31-17 loss against the Washington Redskins. It’s the second time in two weeks Matthews has drawn a personal foul for hitting a quarterback during a sack, including a nonsensical flag for “lifting” and “driving” Minnesota Vikings quarterback Kirk Cousins into the ground on Sept. 14.

"I had judged that the defender landed on the quarterback when he was tackling him with most or all of his body weight and that's not allowed. If you do that, it's roughing the passer," ... per the new definition of the law, the referee made the right call. I think it's a harsh rule, but the referee got the call correct. As for the call against Matthews last week, versus Minnesota, where he tackled him round his waist, in my opinion that was just a ridiculous call.

I don't have a dog in this fight but my view is that Mathews is contacting the quarterback and taking several steps as he drives him backwards. Then, just as he did with Cousins, he throws his lower legs in the air just as the two players go to the ground. Until he stops doing that he will be penalized again and again. He's taking what forward momentum he has and redirecting it downward into the quarterback's chest. Hit him, drive him backwards, and then drag the lower body and legs as the quarterback goes to the ground. He does this whenever he's tackling in most other situations so shouldn't be too tough to remember for such a skilled athlete. Problem solved. Of course, just running up to the quarterback and hitting him in the head as he did earlier? For that I have no advice.
