I know I've been using the same technique for the hair, but I honestly feels like that is the best method for making chibi style hair.
Something about myself, I really hate chbis with the stubbed body and snake-like or flat hairstyle. I don't think that it looks good or represent the character very well. The hairstyle and the outfit of the character truly represent them the best. My favorite part of any sculpture is the hair and eyes. The two are very detailed and very fun to make (though they are the hardest).
For the baking part, I baked the top half of my chibi at around 200 degrees Farenheit for 5 minutes. This is why it is good to have a toaster oven specifically for baking clay. I bought mine at Wal-Mart for around $20.
