Could you have loosened the sticky sludge with a wooden spoon or some such thing while the original fuel was still in the bowl? Then you'd need only part of a gallon of fuel for the rinse. Or were you doing all of this with the filter still in place?

That's cleaning a fuel line and REPLACING a fuel filter, NOT cleaning the fuel filter.
