Clearing Part 2 - Nepomuceno Street

The SO-ACU team returned to Nepomuceno Street for the second day in a row.
It was good to see that some of the vehicles which had been ticketed for illegal parking yesterday, had already found alternative parking.
Although there were still many vehicles that were ticketed for two days in a row.
The team also continued to Carlos Palanca where paid parking on the road and sidewalk is approved by the City, through the use of parking attendants.
Unfortunately several vehicles did not have parking tickets from the attendant, which led to them being penalized by the MMDA for illegal parking.
There was some tension between enforcers and a parking attendant who allegedly started writing out late tickets to vehicles that the MMDA were apprehending.
He allegedly told enforcers that he hadn't given tickets to the parked cars because he didn't have his ticket book with him.
This could potentially cause an issue later if the MMDA violation is contested. Because the driver might show the ticket issued by the parking attendant and claim they had paid for parking. But according to enforcers, the ticket was only written AFTER they started apprehending the vehicles for illegal parking.

One word: NAKAKAHIYA. Drivers who never learned, drivers parking everywhere, drivers creating a home for themselves in the sidewalks, drivers peeing and drinking alcohol. Most of the streets sa Ermita and Malate areas ang ginawang Pay Parking ng Manila City Hall, sobrang liit ng kalsad naka double parking pa. Spifically, along Arquiza Street and Seniora De Guia everyday ko nakikita. Hindi ko maiintindihan bakit inaprobahan ng City Hall yun, hirap pag nag lalakad ang mga tao and it cause traffic pag magpapark na ang isang car, grabe ang sikip at 1 lane nalang nagagamit sa gitna pa.

You're right in saying that tricycle riders are the worst riders or drivers especiallty if they don't have any license!!! Had my share of being sideswiped by these drivers while biking several times. After being hit by them, they just ran away. Halatang walang mga lisensya kaya tumakbo!

Basically those who comply with the law is the most scrutinized and those who doesn't get off easily, so kudos to MMDA for exerting effort in apprehending violators....

That's the reality of the non-contact apprehension programs from some LGUs. Thousands of drivers and riders are getting hit with expensive tickets for very minor violations that are basically just a technicality. For example turning right from the "wrong lane" because the first lane was converted to a bicycle lane. Meanwhile all the tricycles and many motorcycles are hiding their plates, making them completely exempt. Some cars are also doing it, but it's not as common.

@@GadgetAddict one thing i would like to add is.... "most traffic rules are for M.M ONLY" if you venture out even just the outskirts of Metro Manila, MMDA would in heaven and in purgatory. Heaven that they can get em Bast...err violators. Purgatory because its gonna be a ton of issuing tickets. Anyways, ive seen posts of videos and comments that the non-contact is a little bit chaotic and to some, its a cash cow instead of helping/guiding motorist of what is right, they rathercollect the fines. Its a WILD WILD WEST out there. Turning off the traffic timers so they can catch motorist off guard.... common LGU

No regard whatsoever with the obstruction they cause. The sidewalks and roads have become their private parking lots. That’s how it is always impeding traffic and pedestrians walking on the road because the sidewalks are packed with all kinds of obstructions. Haul/tow/ticket or all three to everything that is illegal because they do it repeatedly. These people are chronic offenders. Good job MMDA!!!

The person trying to justify the one-side parking (using the 15 days period) is very ignorant. What their Barangay chairman submitted to City Hall was their application for approval of one-side parking. Even if 15 days had already passed from the time of application it does not carry that it is already approved or effective. Either the Mayor or the City Council will still have to pass a resolution making it effective.

how will i know if i violated a traffic law by non contact apprehension on edsa? they will mail it to you? what if you owned a repo motorcycle that still under the 1st owners name?... theres no way for me to check if i have a violation. LGU's has their ways but Government Agency like MMDA doesn't?

You can use the mmda hotline 136 to check. But yes, you'd also be sent a notification via snail mail. I think eventually they'll also be sent by SMS and Email, now the MMDA is tied into the new LTO portal system. But if you haven't updated the owner of the vehicle with LTO, that's something you should try to fix as soon as possible.
