ilim irade kudret: means u need Knowledege to create something. but without will, u cannot creat it so u ALSO must own WILL. but that's also not enough, because without the Power to make or create u cannot create it, even u have the Knowledge and the will. Atoms, matter does not have Knowledge or a will nor the power. Allah the creator has the Knowledge, will and Power.

Basically matter cannot move alone, it needs a spiritual spark to move it God has two main and separate energies, one being matter, the other being spirit. Matter is dependent on Spirit and not the other way around. Matter is inferior, gross and conceivable, where spirit is superior , subtle and inconceivable.
