China's new building planning regulation does not prohibit building skyscrapers taller than 500 meters. It actually just says that any future buildings taller than 500 meters must demonstrate enough reasons to get the planning permission, which means in future getting the planning permission for tall skyscrapers will be much harder and stricter, but not necessarily impossible.

Without the spire, the Merdeka118 in Malaysia is only 500 meters height. Shanghai tower is actually much taller than the Merdeka 118.
