No, it was foreshadowing the end of the movie. It was explaining that J knew about K back in 1969. It’s kinda technical, but when K was dead in this new timeline, anyone after 1969 wouldn’t know who K was, including J since he didn’t join MiB until 1997. But because J did remember K, “that means you were there”, meaning J knew about K back in 1969 because he was there, with K, as a child. But yes, it was good writing.

I wish my dad had lived to see Men in Black 3, God, rest his soul. He died from congestive heart failure at age 70 on March 4th of 2012 before the third film had been released on May 25th. I'll never forget when my dad and I had seen Men in Black 2 at a drive-in theater on July 3rd of 2002. That was one of the best nights of my life.
