When Link pulls out a music instrument, time stops, it's like everything freezes. except Link and his Fairy (and other central characters). In other words, he won't loose any time until he puts away his instrument. The game shows this by freezing everything around him, well most of it, since it would be strange if everything/sounds froze.

And at several points in the video the same button is used to play 2-4 different pitches of notes. And, to be fair, it isn’t nearly as impressive as playing the themes on an actual instrument. Yep, the circle pad adjusts the pitch of each note.

Supernova141 so does the D pad too, by half notes

It was the same in the original versions of OoT and MM too: moving the joystick would change the pitch of the note, allowing for a more diverse range of sounds. I used to mess around with it all the time when I was younger ;-).
