I tend to tell people just cause a pier says the license's is included or you don't need it to fish. just get one to be on the safe side. the shore license is free we have a park thats private that does that the fishing pier doesn't require you to have it but fwc will still check.

The whole reason they want you to register even if its free, is to cut down on illegal immigrants coming and overfishing the waterways. Also keeps you accountable if stuff happens, because you have to register with your social security number.
