We don't have a complete understanding of how weather and climate work. In the absence of understanding, how can one group of people tell another group of people what they can do in their own territory? Is the UN supposed to come in there with guns and say, "No, you can't have rain," on the basis of some flimsy argument from an incomplete science? So far, the UN has a pretty embarrassing record with regard to these issues (I'm thinking about Iraq), especially considering that they seem to have no problem with nuclear testing, which probably has a greater effect than just some potassium salt. Until a firm case can be established, nobody has the right to hold them back from development, and at this point I would be very skeptical of anything related to climate coming from the same people who consider Greta Tunberg heroic.

If you study geography, eco system , you will see this earth temperature is set everywhere, like every region have set temperature, if you change one part it will affect other part of eco system, cloud which forms in hot area helps to rain in cold area this is set naturally, if you drain them before reaching its destination the cold area will be affected by this, its not proud to see this but it will make eco system worse, more Strom and more hail stone.
