Fun fact: Flint Lockwood was originally the most successful scientist in the world who got stuck in Swallow Falls when his food machine malfunctioned, but this characterization was deemed too unlikable. And also there was a plot line which had Vance LaFleur and The Science League. But the plot line and character was written out for unknown reasons, although a poster remains in Flint's bedroom.

No making films are fairly complex, these 2D storyboards are simply ideas for how they are gonna execute it via 2D/3D animation (and also for live action films too) They aren’t just gonna straight up make a 2D/3D animation or a live action scene without a plan. So they do these to make sure what they will do in the final cuts will work and inspire the audience. For example, say you wanna make a chocolate bar, the movie is the chocolate bar, the customer eating it is the audience of the film, before you make that chocolate bar to sell to people, you’re gonna need to think about what ingredients you need (in this case making the 2D storyboards of a scene) and then you start making your chocolate bar with those ingredients (you finished the 2D storyboards and the final one being the pick and you now do it in 3D / 2D animation or into a live action scene. Does that make more sense now?

It seems they didn't discard some parts of the concept (having a childhood hero, doing everything to be accepted, and wanted to work with him) but reusing it in the sequel and tweaked it to fit the events of the first movie. But it's interesting to see the early reels and wondered what the movie would be if this was greenlit instead.
