It's not that he doesn't believe the system is blind. He is unable to do anything with that information without proof. He don't want people using that as a defense because it is very common. If a police force doesn't follow up with your crime, often times, it's too petty or not enough evidence. Yes, many law enforcement agencies are shady but until you have definite proof don't make false claims for a case.
