If I remember correctly, there was a certain trend many years ago that led to the 2-bag rule on flights to begin with. I very distinctly remember boarding flights as a child and having to wait an extra 15-20 minutes for a family of four to pack 25+ separate carry-on bags into the overhead bins. What was meant to be an option for convenience turned into a nightmare, where certain people routinely boarded their flights with as many bags as they could strap together and pull on wheels. One memorable example comes circa 1997 or so, when three individuals had what must’ve been 40 bags, and flight attendants wound up shoving them under the seats of other passengers, stowing them in the back of the plane, and made me, a child, sit on my backpack as it wouldn’t fit anywhere else.
