Social conditions, understanding of problem, its implementation at different levels are definitely a complex one but given the right political will and free hands given to the bureaucrats to practically put the projects on ground without interference from the political class could be the recipe of success.

In UPA let alone taking decision no one was listening to other. Every body used to come to N/S block around 11AM and used to skip important meetings called by Ministers and many were found playing cards with fixers.
