I'm sorry to break it to you that charjabug was supposed to evolve using a thunderstone, unfortunately a few other evolutionary items like link cables, ice stones, shiny stones, dawn stones and dusk stones do not work for some reason. I can assure you that it'll be fixed in the future update. I'm sorry for the trouble
