Good chance the Honda Accord is Mass State Police. It appears as though that clip is right by the Museum of Science, there is an MSP Barracks next door to the MoS, just across the bridge into Boston.

It's actually not a police car. That is a MBTA inspectors vehicle. The MBTA is the transit system in the Boston Area, and inspectors are as far as I know, and I've been told are basically supervisors to train and bus operators. I once saw one of those suburbans using its pushbar on the front to help get a disabled vehicle in a safer location in Cambridge years ago, I think the vehicle was stopped in a bus stop. The Transit police are seen responding in this video at 1:42, and they are the ones that patrol and police the MBTA in Boston.
