Actually Derrick says it too. He says the jury pact if anyone takes Victoria to F2 to vote her to win was real. He says even he himself (Derrick) would have lost if he ever brought Victoria, which is why he would have taken Cody if he won. Basically if Victoria wins the final HOH and takes whoever she probably doesn't beat a single person, not even Caleb or Christine. However if someone takes Victoria, she wins over everyone. Of course you can choose to believe it or not, I am not sure if I do myself, but Derrick confirming it gives it more validity. What Cody really should have done was cut Victoria over Caleb and tried to take Caleb to F2. He probably was worried Caleb had a huge chance of winning final HOH and would have probably taken Derrick though.
