Russians did. Scorched land tactics first, organized retreat with several major battles like Smolensk or Borodino, guerilla war, then forced Napoleon to go back the same path he came to Moscow, and hunted his army down till Paris. Russians even set on fire Moscow when French Army occupied the city.

I think in order to have 40 units you need to load a "saved" campaign they put in specifically w/ 40 unit armies.

dude you are amazing but you are talking badly about ottomans. Dont do that. :) (thats a joke by the way.) But play with ottomans in empire or napoleon total war sometime. Ottomans were not that strong in that day. That will be a challenge. If you can take the ottomans back to the glorious and powerful days i will say you re the best. :) (with max difficulty of course) Excuse my English. Its not so good.
