Ambessa is doing false flag operations. It is when someone commits crimes or evil acts while making it look like they came from the enemy. It can be done to start wars, create chaos, usher in central executive power, etc. In this case, Ambessa is seeking to act as an ally in trying times whilst being the one manipulating both sides of the conflict in order to grow Piltover's reliance on her to eventually take over

The grey is what it's called it's from piltover factories circulated to the underground

It's the 'grey'. Its toxic fumes generated from the factories and industrial zones in the Undercity. So that all their laborers in the factories and miners wouldn't die the Piltover government actually stepped in and built a ventilation system for the Undercity. What you see in this scene is the result of Jinx hijacking the vent system and redirecting all the toxic fumes to Piltover. The gas is coloured because Jinx added dye to it because well...she's Jinx.
