Like in the second battle of geonosis, admiral yularen can't redirect units to help ki adi mundi because he says "this is a planetary invasion" and moving troops from one area to another could risk losing the whole planet

Chip bs wasnt invented until season 6, and its purpose was soclones would be victims and filoni could have fan favourite clones commiting order 66 without being guilty. At the time of making Revenge of the Sith Lucas wanted clones to willingly commit Order 66, and clones never were the priority in movies anyway, so after 2005 there was EU that estabilished that they never were friends with most jedi and were extremely loyal to Chancellor.

To those who don’t know, the clones didn’t even know about order 66. They had chips in they’re brains secretly. The clones could not resist it, they practically became robots at that point. Kinda like Bucky Barnes from Captain America winter soldier.

It was just assumed it would be used justifiably and honestly rather than as a tool to eliminate Jedi according to Sidious's grand plan.
