well, that depends on if we mean originally, or why now-a-days, originally, the British had to slap together a uniform post-ww1, for what reason, i couldn't tell you, but these improvised uniforms consisted of elements of the earlier khaki uniform as well as darker fabrics such as blacks, browns, or that flavor of color, so from a distance, it looked like their uniforms were black and tan, therefor, they are the black and tans, as for its modern usage for almost any brit, it just stuck as an insult and widened in scope over time to eventually refer to next to every person from England
