The answer in my opinion lies in being extremely straight forward and to tell your individual truth in every possible instance even when it isn't pleasant. Alexander of the gulag archipelago discusses the men who were honest were the first to go (As was the case for his cell mate that had a book about the stars and desire to learn about astrology) however I believe if we can emerge from beyond the shadow of our "societal self" (The individual costume some put on in the public sphere so they aren't pilloried for whatever beliefs they may actually hold) Then it becomes nearly useless to monitor anyone in the first place as they are already radically honest.

Harari's just bad scifi, not facts. If you accept the fact that all kinds of problems like dictatorship, totalitarianism and etc. come from our mental health problem, the solution would be the development of neuroscience and psychology science that it enable us to tackle these issues, but the vital point is that we have to enhance these sciences before the advancement of other technologies like AI and Biotechnology.
