i think he has some issues, but i also think some lineups are motivated by, hm, "politics". like he couldn't not start embiid, very recent mvp, that would be disrespectful, until it could be easily justified through official game results. (tatum didn't have to be started because dude didn't even win fmvp, but not playing him at all against serbia was either a brain fart or an additional excuse for benching embiid, because you have to make up for the previous faux pas to tatum.)
