A complaint can be filed from law enforcement pillar to the prosecution but based on the last videos that I have watched, you can file a complaint directly to the court if the case is punishable below 4 years, 2 months and 1 day (under Rule 110 Section 1, 2nd paragraph). On the other hand, information is the written accusation charging a person with an offense, unlike the complaint, information is subscribed by a prosecutor and filed with the court. From prosecution pillar, the information may now be directly filed in the court.
