Yeah, Cryogenic hardening isn't a case hardening. This is mostly performed after a case or full hardening. But this is neither tampering.

I don't think there is any specific design certification process, your experience is the certification. For GD&T- you can get it from CAD institutes. Or directly from ASME or ISO. There is a process for it. But keep in mind, in private sector experience is preferred over certification
