Could you explain Hart Smith's postulate once more, please? I couldn't understand it

In ths simplest sense, Hart-Smith suggested approximating strength and stiffness of a laminate by a weighted average that uses full strength and stiffness for zero-oriented plies and 10% strength and stiffness for any-other-ply-orientation. This approach was most useful before hand-held calculatiors became so powerful.
