@@stranger3894 Many workers unions in entertainment and other work arenas have rules about who can do specialized job procedures based on their job classification/title. So the joke is that other employees knew how to and could have shut down the ferris wheel but since there wasn't anyone with the job classification "Ferris Wheel Operator" on site no other employee was allowed to do it.

It was during the run of "Quincy" that Jack developed the throat cancer Conan was referring to. They stopped production and after some time off for recovery due to Jack losing the use of his vocal cords, they then resumed the series and it ran for a few more seasons featuring Klugman with his retrained speaking voice.
