Its like expecting the devs of Prey and Dishonoured to be able to make something on that level again when 80% of the staff that made those games quit during Redfall's production. Or thinking Turtlerock were going to make the new hit Left 4 Dead type co-op game when only 5 of the 100+ L4D devs were even on that team. A dev studio is the sum of its parts, and all of the parts have been changed out and replaced. I wouldnt expect Obsidian to make a good or competent game ever again if Outer Worlds is their best showing with its new staff honestly.

I would say that most of "devs" in firewalk are just designers with some basic skills, i wouldnt be surprised if their main dev team were outsourcing every process to more competent people.
