To have her stay in us while case is decided you'd need to fill out a K-3 visa application but it could slow down your current case. Same goes for tourist. It'll cost you but probably won't be approved. Then you'll have to explain why you were denied. Be patient

Yes, I believe you can travel freely to the U.S. on the ESTA even while the CR1 is processing. I'm doing the same thing with my British spouse, and I believe that's how it works... but I could be wrong. As long as customs know that you are planning on going back to the U.K. every time.
