@Majestic Blastoise your statement is wrong. During the HIV crisis in the USA the government didn't do shit too, they never cared about it because it mostly affected gay men. The governments in high risk countries also don't care (though I'm not that aware of the situation there so I can't give you reasons) so HIV patients can only hope that the HIV vaccine that is in development right now will be a success. Governments can change the education system to teach about HIV in schools or plan other forms of campaigns, they really don't have their hands tied.
