That guy, should not be in charge of a bumper car. Oh wait, he is. Do you need a licence to be in charge of a boat in this country??.Or do you get it out of a cracker box??.I know that, in Australia, you have to have a licence, for anything over 4 hp,or capable of doing more than 7 kph. You have to sit a written test, which is not easy, and your boat, needs large numbers of rego, on both sides of the craft. Easily read by the authoritys,and police. There are many of them out there, 24 7 .Good scheme, seems to work, most of the time. Very strictly enforced..

Aren't there "drivers ed" classes for boats? Most of the problems I see in these videos are from people trying to handle a boat the way they would a car.

Not really. One can hire a Captain to get lessons, but it's pretty expensive so most people won't do it. One of my customers did it, but it was taking so long to get through the lessons that he gave up and just let me run his boat. I was happy to have free use of his yacht and he was happy to own a yacht he didn't have to worry about.
